Artisanal fishing in Santarém is the second largest economic activity in the state of Pará,
attracting interests from various social actors, Stakeholders, and consequently it is necessary to
innovate and improve management strategies to develop standards and maintenance, so that it
is possible to obtain success in mediating existing conflicts. This work aimed to understand
public policies for the development of the fishing sector and the actions of artisanal fishing
actors as a definition for participatory sustainable fishing management, aiming to contribute to
improving management and quality in the artisanal fishing sector in Santarém. The
methodology was based on an exploratory and descriptive study, with a quantitative and
qualitative approach, considering the context of the research object with different sources of
information and use of different methodological approaches, such as bibliographic and
bibliometric research, technical approaches and analysis of data. The result of this research
mapped the trajectory of public policies in the fishing sector on a national, regional and
municipal scale, analyzes of scientific productions were carried out with bibliographic and
bibliometric research in the SciELO index Web of Science, Scopus and Google Scholar
databases, and documents and interviews from social actors that enabled us to insert ourselves
in the current context of this local artisanal fishing sector, we conclude that we are in the process
of developing the fishing sector, where public policies are being debated, mediated and
elaborated in spaces for social participation, but that institutions with the competence to
legitimize the actions of Stakeholders need to be more active and follow public policy cycles
to create an effective and participatory governance agenda, this being one of the initial processes
of public policy cycles. It is important to study the current context of public policies for artisanal
fishing because they are complex relationships, to understand how they are happening and
analyze the actions of fishing Stakeholders, aligning and subsidizing decision-making for the
development of sustainable fishing management, the result in shows an absence of public action
in developing public policies for the sector.
