The innovation process is directly linked to learning and knowledge methods. And by linking itself in the process of interaction between the productive sector and the academic environment, it is capable of generating, producing and reproducing products, services or processes that can promote innovative solutions both in universities and in the private sector. In this sense, the research aimed to contribute to procedural standards that govern the negotiation and implementation of the partnership agreement for RD&I, including activities to protect research that may contain biodiversity assets, with the purpose of improving internal procedures and minimizing interpretation difficulties. within the scope of ICTs in the State of Pará. The partnership agreement is the main legal instrument of the Legal Framework for Science, Technology and Innovation (MLCTI), which allows technical and scientific cooperation between the partners involved, in addition, it is highlighted by many experts as an effective means of transferring knowledge and accessing complementary assets. To achieve the objectives of this work, exploratory research was carried out, with a qualitative approach based on bibliographic review, documentary research and case study. In this way, a relevant part of the survey and analysis of the contents are: elements available on the institutional websites of stabilized ICTs on actions in research, innovation and public-private partnerships, actions and programs of bodies in Pará that promote activities to stimulate innovation, and of information presented in guides with guidance and clarifications on activities to protect research with access to biodiversity. It should also be noted that the object of the case study concerns the activities of formalizing the partnership agreement for RD&I as a legal instrument in ICTs-companies interaction. Data collection originated from meetings and dialogues with members of the Commission for drafting contract flows and with employees of the Ufopa NIT. Therefore, the exchange of information helped in the construction of the stages of receiving, negotiating and consolidating the partnership agreement for RD&I. As main results, it was found that research and innovation actions and activities made available by Brazilian ICTs and by actors in the Pará innovation system are capable of promoting interaction between the productive sector and the academic environment, however they need to strengthen their institutional pages with products and services with innovative potential and mainly with the dissemination of organizational processes that enable the creation of opportunities in the transfer of knowledge and technologies and promote the economic and social development of the country. Finally, as a perspective, it was suggested the construction of a Practical Guide for celebration of a partnership agreement in RD&I, including activities to protect research with access to biodiversity to support the Technological Innovation Centers of federal higher education institutions (IFES) in the State of Pará.
