The health council is an instrument of social control of a permanent and deliberative character, it is instituted by federal, state and municipal law, it acts as a supervisory body and participates in the planning of the local health system. In this study, we understand that the achievement of this instrument was achieved through the struggles of social movements for democratic access to health, which was made possible by SUS through the Unified Health System, which instituted instances that enable citizen participation in managerial decisions. promoting a dialogue between society and public authorities. The research is justified by the constant complaints from the Santarem population to public health services in the municipality, which is why it is important to know whether they seek the health council in order to take their demands and participate in the construction of policies that improve the actions of the municipality. SUS. In order to ascertain whether the Santarém Municipal Health Council has been an instrument of popular participation. In the methodology, the Case Study and research techniques are used, these being the bibliographic review, direct observation, interviews, documentary and legislative analysis. The work is divided into three parts in addition to the introduction and closing remarks. In the first chapter a bibliographic research is presented rescuing the Brazilian experience of participation, in the second chapter it characterizes the object of study that is the Municipal Health Council of the city of Santarém-Pará and, finally, in the third chapter it addresses the case study about the performance of the Municipal Health Council of Santarém in terms of popular participation. Through the information collected it is observed the lack of knowledge of the population in relation to the functions of the council, causing an absence of it in the plenary sessions held in that enclosure.
