Garantias financeiras para o fechamento de mina: proposta para o caso do Brasil.
(Universidade Federal do Oeste do Pará, 2025-09-11) NASCIMENTO, William Carlos Gomes do; SANTOS, Michael José Batista dos; http://lattes.cnpq.br/5889866630676008; https://orcid.org/0000-0002-9958-9868
The present study addresses the issue of financial assurances for mine closure in Brazil, proposing a model aligned with international practices. Mining, although crucial to the Brazilian economy, generates significant environmental impacts and raises concerns about the fate of mines after resource exhaustion. The high costs of rehabilitation have led to the abandonment of numerous mines in the country, with 11% of current projects in this situation. The absence of closure plans and exclusive resources for this stage has caused socioeconomic and environmental impacts. Recent accidents with tailings dams in Minas Gerais prompted stricter mine closure regulations, such as ANM Resolution No. 68/2021, which requires a mine closure plan from the pre-feasibility stage. The research employed a qualitative approach, utilizing a bibliographic survey of scientific articles, international agency reports, and online websites and journals. Analysis of international models used in Australia, Canada, and the United States revealed the mandatory nature of financial assurances for the rehabilitation of mined areas, with amounts based on total closure costs and periodic review. For Brazil, a model is proposed that includes the legal obligation of these assurances, standardized calculation, diversification of instruments, integration with financial institutions, and executive branch support to strengthen the country's regulatory agency. The requirement for exclusive financial assurances for mine closure in Brazil is fundamental to mitigating environmental damage and mine abandonment. A thorough assessment of mining companies situations, considering tax burdens and the need to strengthen the National Mining Agency, is crucial.

The population growth in Juruti (PA) has significantly increased the demand for construction, requiring larger amounts of raw materials. As a result, new clay extraction areas have been opened to supply local brick production. This study aims to: Assess the environmental impact of these mining operations; Identify, through chemical analyses, the clays used in brick production within the municipality; Map the environmental degradation associated with the extraction activity; Propose measures for mitigation and environmental recovery. The adopted methodology is practical and laboratory-based: it involves field sampling and chemical testing to determine which types of clay are used. The results will be displayed in comparative graphs and will serve as a foundation for discussing environmental preservation actions and effective alternatives for reclaiming mined areas. It can be concluded that clay mining activities tend to strive for a balance between social development and environmental conservation, adopting extraction techniques that are less harmful to the environment.

Cassava (Manihot esculenta Crantz) is a species of great social, economic, and cultural importance in the northern region of Brazil, especially in the municipality of Juruti, located in the western region of the state of Pará. It is a staple food and a source of income for many families, but its productivity is low in the region. Therefore, this study aimed to characterize the socioeconomic profile and identify the main production challenges faced by cassava producers affiliated with cooperatives in the municipality of Juruti, Pará. The methodology used was based on the administration of semi-structured questionnaires to cassava producers belonging to two cooperatives in the municipality of Juruti: the São Pedro Family Farmers' Cooperative (COOPAFASP) and the Juruti Small Rural Producers' Cooperative (COOPAJ). The results demonstrated that, at COOPAJ, cassava plays a secondary role in income generation. At COOPAFASP, cassava production represents the main source of income for 75% of the cooperative members, with an emphasis on the production of flour, tucupi, and tapioca. Despite the crop's cultural and economic relevance, data analysis revealed a series of limitations, such as a lack of technical assistance, low educational levels, scarcity of financial resources, lack of soil analysis and correction, use of rudimentary practices, and a lack of adequate infrastructure for transportation, storage, and marketing. The need to strengthen public policies aimed at family farming becomes evident, promoting access to credit, technical assistance, encouraging the adoption of technologies, training producers, and encouraging family succession.
