Resumo
This monograph is the result of one research in urban geography in which a location in the city
of Santarém/PA was used as an empirical clipping in an important discussion involving the
cities: housing and habitation. The “Green Área” neighborhood is located in the Big Área of
the Prainha district, in the East Zone of the city. Currently in Brazil, a large portion of the
population does not have access to their own home, as a result, people who want to inhabit the
city occupy risky areas and without favorable conditions for housing, as is the case of the
occupation of river basins, for example. The lack of housing reproduces in the urban space
situations that confront the urban legislation itself and the planning elaborated for the cities. In
that studied neighborhood, it was diagnosed that many vulnerable families occupied the fluvial
channels of the Urumarí Creek Hydrographic Basin, a source existing in the urban perimeter of
Santarém. In this perspective, this research has the objectives identifying the factors responsible
for the emergence of occupations in areas considered at risk in the city of Santarém and
analyzing the housing policies that were implemented in the city. The support of arguments was
inspired by the reading of classic works on cities and the urban issue such as: Lefebvre (1991);
Corrêa (2005); Carlos (2007); Maricato (2005); Sposito (1988); Rodrigues (1988); Silva
(2017); Villaça (2001; 2003; 2005) and in the analysis of urban legislation in Brazil. The work
presents narratives of dialogues with different subjects interviewed: the residents of that
neighborhood, their community leadership and the representative figure of an executive who
was linked to the housing department of the city of Santarém/PA. The research also rescues the
interventions aimed at housing that have been carried out in the city over the years, since the
situations observed in that neighborhood were reproduced throughout the city.

A presente monografia resulta de uma pesquisa em geografia urbana na qual utilizou-se um dos
bairros da cidade de Santarém/PA como recorte empírico em uma importante discussão
envolvendo as cidades: moradia e habitação. O bairro Área Verde está localizado no distrito da
Grande Área da Prainha, na Zona Leste da cidade. Atualmente no Brasil grande parcela da
população não tem acesso à casa própria, como consequência disso, pessoas que querem habitar
a cidade ocupam áreas de risco e sem condições favoráveis à moradia, como é o caso de
ocupações em bacias hidrográficas, por exemplo. O déficit habitacional reproduz no espaço
urbano situações que confrontam a própria legislação urbanística e o planejamento elaborado
para as cidades. Naquele bairro estudado, diagnosticou-se que muitas famílias em situação de
vulnerabilidade ocuparam os canais fluviais da Bacia Hidrográfica do Igarapé Urumarí, um
manancial existente no perímetro urbano de Santarém. Nesta perspectiva, esta pesquisa tem
como objetivos identificar os fatores responsáveis pelo surgimento de ocupações em áreas
consideradas de risco na cidade de Santarém e analisar as políticas habitacionais que foram
implantadas na cidade. A sustentação de argumentos foi inspirada na leitura de obras clássicas
sobre as cidades e a questão urbana tais como: Lefebvre (1991); Corrêa (2005); Carlos (2007);
Maricato (2005); Sposito (1988); Rodrigues (1988); Silva (2017); Villaça (2001; 2003; 2005)
e na análise da legislação urbanística do Brasil. O trabalho apresenta narrativas de diálogos com
diferentes sujeitos entrevistados: os moradores daquele bairro, sua liderança comunitária e a
figura representativa de um executivo que esteve vinculado ao departamento habitacional da
cidade de Santarém/PA. A pesquisa também resgata as intervenções direcionadas à habitação
que foram realizadas na cidade ao longo dos anos, uma vez que as situações observadas naquele
bairro se reproduziram por toda a cidade.
