Resumo
The present work examines the construction of the Municipal Education System in the municipality of Almeirim/PA in the light of history, highlighting the role of social participation in this construction. The objective is to present in a broad sense, the historical developments of schooling in this municipality that influenced the creation of the System, in order to understand the role of social struggles for the democratization of educational opportunities in the municipality. Although we present the history of education in the municipality since the colonial period, our focus focuses on the period of democratic opening that culminated in the promulgation of the current Federal Constitution of 1988, a period in which there was effectively active participation of social movements in the construction of the municipality's school apparatus. The research involved bibliographic, documentary and field study through the collection of information in documents, iconographic sources, federal, state and municipal legislation and public and private archives. After collecting data and analyzing them in the light of the theoretical framework, it can be stated that the creation of the Municipal Education System of this municipality is intrinsically related to the extensive process of struggle of the population for the democratization of education for the minority population. In view of the implementation of an emancipatory educational policy, where organized society began to have a voice and a turn, as opposed to the history in which the elites who succeeded each other in local power determined the end of education to the needs of their enterprises, economic and religious development, it is concluded that the creation of the SME occurred from the desires of the local society in the search for decentralization and participation in educational decisions, where it assumes an important role in the debates around educational quality in the local Amazonian context.
Resumo
O presente trabalho examina a construção do Sistema Municipal de Ensino no município de Almeirim/PA à luz da história destacando o papel da participação social nessa construção. Objetiva-se em sentido amplo, apresentar os desdobramentos históricos da escolarização, nesse município que incidiram na criação do Sistema, de modo a compreender o papel das lutas sociais pela democratização de oportunidades educacionais no município. Apesar de apresentarmos o histórico da educação no município desde o período colonial, nosso recorte foca no período da abertura democrática que culminou com a promulgação da atual Constituição Federal de 1988, período que efetivamente houve participação ativa dos movimentos sociais na construção do aparelhamento escolar do município. A pesquisa envolveu estudo bibliográfico, documental e de campo através de coleta de informações em documentos, fontes iconográficas, legislação federal, estadual e municipal e arquivos públicos e privados. Após a coleta de dados e à análise dos mesmos à luz do referencial teórico, pode-se afirmar que a criação do Sistema Municipal de Ensino desse município está intrinsecamente relacionada ao extensivo processo de luta da população pela democratização da educação à população minoritária. Tendo em vista à implementação de uma política educacional emancipadora, onde a sociedade organizada passou a ter voz e vez, contrapondo-se ao histórico no qual as elites que se sucederam no poder local determinavam o fim da educação às necessidades de seus empreendimentos, do desenvolvimento econômico e religioso, conclui-se que a criação do SME ocorreu a partir dos anseios da sociedade local na busca pela descentralização e participação nas decisões educacionais, onde assume um papel importante nos debates em torno da qualidade educacional no contexto amazônico local.
