Capacidades governativas da gestão pública municipal em Oriximiná - Pará

Abstract

Municipal public management plays an essential role in the development and implementation of strategies that promote the well-being of the population, through programs, actions and public policies aimed at reducing social challenges and problems. In this context, this work aims to analyze the public management of the municipality of Oriximiná - Pará in relation to its municipal government capacity, analyzing its conceptual bases, historical formation and variables such as human resources, housing, transportation, agriculture, environment, disaster management and the response to the COVID-19 pandemic. The research adopts a mixed methodology (quantitative and qualitative), being the quantitative, with data collection from the Basic Municipal Information Survey (MUNIC 2020) of the Brazilian Institute of Geography and Statistics (IBGE) and municipal documents, and the qualitative, with bibliographic research on the subject. Structured in three chapters, the study initially discusses municipal management and government capacity, then addresses the historical and institutional formation of Oriximiná, and finally presents the analysis of the variables investigated and the results of the survey. The results of the research indicate that some essential activities were not being fully executed by the city government after the information extracted from secondary sources, such as the official website of the city government of Oriximiná and news outlets, highlighted that there were advances and setbacks in municipal management in the areas; however, in the following years, an evolution was observed in local public management, with advances in the implementation of programs and actions aimed at the sustainable development of the municipality. It is therefore concluded that in the following years after the collection of information from the municipality, the public authorities acted to bring improvements in some areas.
